Boots on the Ground Outreach

We are a Christian not-for-profit, 501(c)3 corporation organized to demonstrate God's love for all people by ministering to the practical needs of the less fortunate among us. We are volunteer-based and all donations currently go to fund our care programs. Since we are a registered non-profit organization, all donations are considered charitable and therefore tax-deductible.

To be the hands and feet of God in our community through ministry and outreach by tending to the needs of His people.

Our Mission Field

Our primary geographic focus is the metro region of San Bernardino, Colton, Rialto, and nearby areas.

In this region, we seek to serve all the people God loves — which is all of them — who are economically disadvantaged. While we definitely have a heart for our homeless population, we realize that God also directs us to care for the other marginalized people in our communities. For us, that includes low income and otherwise disadvantaged individuals and families. As such, while our initial offerings may favor the homeless, our overall direction envisions programs to care for housed individuals and families who need our help as well.

Our Current Programs

Please note that we are in our startup process. This list provides a brief overview of the outreaches and ministry programs we have chosen to begin with. Further information on each program is currently available upon request and will soon be available on this website, along with information on future programs we envision.

Community Food Distribution

Our vision for this program is to ensure every individual in our community has access to nutritious food — regardless of income, housing, or transportation status — through compassion-driven outreach, mobile delivery, and hot meal services.

Clothing & Outdoor Survival Material Exchange

We envision a community where every person has access to adequate clothing and outdoor survival materials, and where neighbors support one another through donation and exchange. This ministry will reduce clothing waste, promote sustainability, and meet the practical needs of those living on the streets or in transitional situations.

Prayer Outreach

This will be a ministry of presence, prayer, and restoration — serving the hurting in hospitals, rehabilitation centers, convalescent homes, shelters, and the streets, while offering 24-hour prayer support through a hotline and online platform. We envision a network of faithful intercessors who bring light to dark places and peace to troubled hearts.

Our Board and Officers

President and CEO: M'Bili Langston

M’Bili Langston serves as President and CEO of Boots on the Ground Outreach, bringing over 25 years of experience in community engagement to the team. As CEO, his focus is on fostering community cohesion, enhancing civic engagement, revitalizing community spirit, and strengthening community bonds.

M'Bili is driven by a deep understanding that economic challenges affect everyone in profound ways. With a heart for serving the community, he founded his ministries to provide not only spiritual guidance but also practical support, helping individuals and families navigate life's financial hurdles. His commitment is rooted in the belief that by addressing these economic struggles, we create a ripple effect of hope and stability for everyone.

Vice-President (Operations) and COO: David Newman

David Newman serves as Vice-President of Operations and COO of Boots on the Ground Outreach. The youngest member of the team, David brings a wealth of experience, having spent his life largely working with his hands. He is far from one-dimensional, however, having earned a bachelor’s degree in psychology and philosophy with a concentration in theological philosophy from Cal Baptist University.

He has followed the Lord since the tender age of five and served actively since age ten. A graduate of the local Christian private school system, he knows what it means to be a follower of Christ who is active in the world. God has also led him to call several area churches home at various times, giving him a good cross-sectional view of church life in the area. David wants to serve the Lord any way He asks, and feels serving His people who need help is a great way to do that, making Boots On The Ground an excellent fit.

Treasurer and CFO/CTO: Rex Arnold

Rex Arnold serves as Treasurer, CFO, and CTO of Boots on the Ground Outreach. Rex brings decades of technical, design, and technological management experience to the table along with several years of experience with church finances.

Originally a Riverside native, Rex has called Colton home for almost 20 years. During that time he has seen both the hardship and the heart evidenced in the area, developing a deep desire to see the former mitigated by growth in the latter. Having experienced times of hardship in his own life, Rex feels a strong connection to those in need, hoping to minister out of a place of solidarity and empathy. A born-again Christian, Rex has served in church administrative roles, including Pastor of Recovery at a local church.

Secretary: Joseph Ashford

Joseph Ashford serves as the Secretary of Boots On The Ground Outreach. With over a decade of experience in office and team management — from the credit card industry to civil law — Mr. Ashford understands the vital role that collaboration and communication play in any successful organization. His time in the service strengthened his ability to perform under pressure and taught him how to work effectively with people from all walks of life.

Born and raised in Southern California, Joseph has witnessed firsthand the growth and transformation that make the state unique. A resident of the San Bernardino area for the past five years, he has also experienced hardship himself, giving him a deeper empathy for those facing difficult circumstances. As a born-again Christian, he believes that everyone carries their own battles, and he approaches his work with humility and compassion.

Guided by integrity in his actions, courage in the face of challenges, faith that God will provide, and grace that inspires service, Joseph strives to be the hands and feet of God in his community. Amen.
